Georgia's Act of 1869
The KKK’s (Klu Klux Klan) activities were increasing in Georgia and had prevented many African Americans from voting in 1868 election. When Governor Bullock asked the Congress for help; they passed the Georgia Act in December 1869. This act returned Georgia to military control for the third time. The law also required Georgia to ratify the 15th Amendment.

13th Amendment, 1865
Made slavery illegal
Impact: Georgia got a negative impact from this amendment. Georgia's whole economy depended on the crops that the slaves harvested. Many plantation owners had large amounts of land with no idea what to do with it. Land owners had big troubles making a living without slaves.

Neither Slavery Nor Involuntary Servitude, Except As A Punishment For Crime Whereof The Party Shall Have Been Duly Convicted, Shall Exist Within The United States, Or Any Place Subject To Their Jurisdiction.

Granted citizenship to freedmen and required “equal protection under the law.” Southern states would be punished for denying the right to vote to black citizens.
Impact: In 1866, Georgia rejects this amendment. Georgia and many other southern states considered this law null. they believed that this was not constitutional, for more that one-fourth of that states. The constitution say at least three-fourths have to agree for the law to be ratified.
Amendment:
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Women’s rights groups were furious that they were not granted the vote!
Impact: Whites were not happy with this law, clearly the blacks were beyond happy. To make it harder for the blacks, the whites put poll taxes and literacy tests, which were things white males didn't have to deal with because of grandfather clauses. There were also black codes and Klu Klux Klan standing as obstacles in front of the blacks.

The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude.
